School Resource Officer
A partnership between the Millbury Police Department, Millbury Public Schools, School Community, and Town of Millbury.
I am the primary liason between the Millbury Police Department and Millbury Public Schools, the School Resource Officer (SRO) responsible for all three schools in the district, and a parent, uncle, and cousin of present and past Millbury Public School students. Having that in mind, the safety of all students, staff, and vistors to the Millbury Schools is a top priority and one that I take seriously. I am a lifetime learner and enjoy work in an educational environment and look forward to serving in this critical role.

ABOUT ME
ABOUT ME
My name is Officer Frank Piscitelli, the School Resource Officer for the Millbury Police Department and Millbury Public Schools. I started this important assignment in late-January 2026 and look forward providing good professional service to the department, public schools, school community, and Town of Millbury as a whole. I am a law enforcement professional of twenty-six years, beginning my career as a Dispatcher and Special Police Officer for the Sutton Police Department in 1999. I was appointed as Police Officer for the Millbury Police Department in 2003 and have proudly served the community since that time. In addition to regular patrol duties, I have held key assignments within the department during my career including: Court Officer, DARE/Project D.R.E.A.M. Officer, Grant Administrator/Writer, IT Administrator, Legal Issues Instructor, and Sexual Assault Investigator, among other duties and tasks. I have prior public safety experience serving as a Firefighter on the Millbury Fire Department, assigned to Station 3/Engine 3 (1999 – 2003) and recently served on the Millbury Charter Review Committee (2021 – 2023).
BACKGROUND
I was rasied in Sutton, educated at Sutton Public Schools and Blackstone Valley Regional Vocational Techical H.S. (Auto Technology), and continued on to New England Institute of Technology, where I recieved an Associates Degree in Advanced Automotive Technology. After working several years as an Automotive and Heavy Duty Diesel Technician, I transitioned into the public safety sector with the Sutton Police Department. I continued my higher education and earned a Bachelor’s Degree in Criminal Justice from Westfield State University (2005), completed graduate coursework at Anna Maria College, earned a Juris Doctorate from Massachusetts School of Law (2013), and I am a licensed Attorney.
This assignment is a return to the school environment for me, as I managed the Millbury Police Drug Reduction Education and Mentoring program (“Project D.R.E.A.M.”) and taught the nationally recognized D.A.R.E. Curriculum to 6th Grade students at the Raymond E. Shaw School from 2005 –2014, following the retirement of the late-Sergeant Stephen J. Webb, the first D.A.R.E. Officer and SRO for the department and schools. During that time period I also taught safety lessons to students in the other grade levels at the Shaw School, students at Elmwood St. Elementary, and held parent and community presenations. I have been a Substitute Teacher in two local school districts, Sutton Public Schools (2000/2001) and Blackstone Valley Regional Vocational Techical H.S. (2005/2006), and qualified as a Massachusetts Municipal Police Training Committee (MPTC) Legal Issues Instructor.
