Windle Field Tennis/Pickleball Court Installation Project

The Millbury Public Schools is  working with the Town of Millbury in order to design and bid for the installation of new tennis and pickleball courts at Windle Field, 33 Canal Street, Millbury, MA. The project is not ready for Invitations for Bids (IFB's) just yet but we have provided below a status of the work we have completed so far. The project goal is to provide new tennis courts and pickleball courts at Windle Field for the community to use. In addition, it is the hope of the school administration to offer a new tennis athletic program to student athletes at Millbury Jr./Sr. High School. Many years ago, tennis courts were in use at Windle Field.

Update at the September 27, 2023 School Committee meeting:

Mr. Bedard will update the Committee on recent work to restart the Windle Field tennis and pickleball court project. Design proposals have been submitted thus far from Huntress Associates Landscape Architecture and from Carolyn Cooney & Associates.  Voters approved $300,000 for this purpose at the November 15, 2022 Town Meeting and then another $100,000 from donations at this November's Special Town Meeting.

Update at the October 25, 2023 School Committee meeting:

After receiving bid solicitations, the school department will be working with Carolyn Cooney Associates on the design of the new tennis/pickleball courts at Windle Field. The designer will help with the bid blueprints and specifications for a general contractor. We aim to have a contractor hired within the next 2-3 months.

Update at the December 13, 2023 School Committee meeting:

Mr. Bedard will update the Committee on the Windle Field Tennis/Pickleball Courts Project. Cooney and Associates has presented three design options:

Option #1: Three tennis and four pickleball courts with no combined courts;

Option #2: Three tennis courts and one tennis/four pickleball combination;

Option #3: Four tennis and four pickleball courts with no combined courts (likely too costly);

After determining the best option, Mr. Bedard will suggest revisions if necessary and ask Cooney to prepare bid-ready design specifications for solicitations. Athletic Director Josh MacCreery has surveyed students about a high school tennis team and received quite a bit of interest. 

The Millbury Public Schools and the Town's Department of Public Works have worked with Cooney and Associates to reduce the scope of services and determine which tasks may be completed by the Town or School before we solicit bids. Cooney and Associates has now provided the enclosed revised design (Option #4) and a revised cost estimate. This is being reviewed as of 1-15-24 but will be very close to the final design that will go out to bid.

The actual bid documents are located on a separate webpage entitled Bid Section only. The bid specifications are based upon Option #4 design and cost estimate but have much more detail for potential contractors to determine their bid.

The Town of Millbury and the Millbury Public Schools have awarded the contract for this project to 102 Property Maintenance, Inc. of Millbury, MA for the total quoted price of $433,001, which includes the base bid and the two alternates.
